Delhi Police Special Cell submitted a nearly 14,000-page fourth supplementary chargesheet under the Unlawful Activities (Prevention) Act against those accused in the 2023 Parliament security breach. The document covers charges including terrorist acts, criminal conspiracy and incitement to rioting.
The filing was presented at Patiala House Court and accepted during Thursday proceedings. Court records show the agency delivered Supplementary Chargesheet-04 containing 13,967 pages.
Prosecutors told Additional Sessions Judge Amit Bansal that the chargesheet invokes IPC sections 186, 353, 153, 452, 201, 34 and 120B together with UAPA sections 13, 16 and 18.
Accused Neelam Prajapati alias Neelam Azad and Mahesh Kumawat appeared on bail, while Manoranjan D., Amol Dhanraj alias Amol, Sagar Sharma and Lalit Jha were brought from judicial custody. Sub-inspector Amit Bhati represented the investigating team.
Defence counsel for Neelam Azad and Amol Dhanraj objected to the late filing, claiming it disrupted ongoing arguments on charge framing and constituted misuse of legal process. They requested a printed copy.
The prosecution agreed to provide one hard copy at the next hearing. The court ordered delivery of the printed document and scheduled further scrutiny for May 29 at 2 p.m.
The new chargesheet adds claims of obstructing officials, provoking unrest, evidence tampering and UAPA-linked terrorist offences.
The case concerns the December 13, 2023 security breach inside and outside Parliament, marking the 22nd anniversary of the 2001 attack. Sagar Sharma and Manoranjan D. reportedly jumped from the visitors’ gallery into the Lok Sabha chamber, released yellow smoke and caused alarm before being subdued. Neelam Azad and Amol allegedly dispersed coloured smoke and shouted slogans outside.
Police previously stated Lalit Jha coordinated the plot and fled with co-accused phones to eliminate evidence. The Special Cell continues to examine the wider conspiracy involving planning and communication among the accused.
