The draft Master Plan for Delhi outlines a three-part approach to boost affordable housing in compact sizes and projects a need for roughly 40 lakh additional homes by 2047, according to PTI. The strategy aims to expand supply through small-format units, affordable rentals and projects in land pooling and transit-oriented zones. Delhi’s population is expected to reach about 32 million by 2047, requiring nearly four million extra dwellings. This growth would demand three times the current power generation capacity and twice the existing solid waste management capability. Housing demand from 2011 to 2047 is estimated at nearly 40 lakh units, based on an average household size of 4.5 persons. In 2011 Delhi had 3.11 million houses. The plan, approved by the Delhi Development Authority, is expected to receive central clearance within a week. It calls for in-situ rehabilitation of slums and unauthorised colonies while improving living conditions without large-scale displacement. New housing will be developed in land pooling areas, transit-oriented zones, high-density corridors and low-density zones with private sector involvement. Existing residential areas, including employer housing and resettlement colonies, will be upgraded. To discourage future unauthorised construction, the plan suggests higher property taxes and utility charges. Regularised colonies may undertake regeneration projects to improve roads, open spaces and emergency access. Small-format homes of 25-60 square metres are proposed to maximise supply on limited land. Incentives for private developers to build affordable rental complexes, hostels and dormitories are included. Land pooling and transit-oriented areas could yield around 30 lakh units. Low-density zones near the city borders are also identified for residential growth with basic facilities. The plan encourages eco-friendly materials and resilient construction for faster, sustainable delivery.
