The Directorate of Vigilance and Anti-Corruption has initiated proceedings against a former minister from the Dravida Munnetra Kazhagam party in connection with claims of large-scale unauthorized extraction of river sand. This marks the fifth instance in which a previous member of the state cabinet from that party has come under scrutiny following the change in administration after the assembly elections held in May.

The individual in question held the position of minister for public works and later for water resources during earlier terms of the state government. The inquiry focuses on activities reported between 2021 and 2024 across multiple quarry sites in various districts. Authorities allege that contracts were awarded through restricted bidding processes rather than competitive open tenders. Additional claims include extraction exceeding approved limits, creation of false records presented as official permits, and unauthorized transportation of materials.

These alleged practices are said to have resulted in a financial shortfall estimated at over one thousand four hundred crore rupees for four specific sites out of twenty-eight examined. The total value referenced in related communications from central agencies reaches approximately four thousand seven hundred crore rupees when broader assessments are considered.

The case originated from information shared by the Enforcement Directorate during its separate inquiry under money laundering regulations. Experts from technical institutions assisted in evaluating the scale of extraction using aerial surveys, depth measurements, and satellite data analysis. This data was forwarded to state police leadership two years prior, though no immediate action followed at that time.

Complaints were also lodged by an anti-corruption organization and an individual. After preliminary verification, the vigilance agency determined sufficient grounds existed to register a formal case. The first accused is the former minister, with additional names including senior engineering officials, fourteen other department staff members, ten private persons or companies, and unnamed others.

On the day the case was filed, teams carried out coordinated searches at thirty-four locations spanning multiple cities and districts including the state capital, industrial centers, and neighboring union territory areas. Items recovered included hundreds of documents, electronic devices, and keys to secure storage facilities. The probe remains active with further examination underway.

Earlier judicial developments allowed central investigators to proceed with questioning of district-level revenue officials despite prior court stays. The highest court clarified that state entities remain subject to central legislation on financial offenses and must comply with summons for information.

Public statements from the vigilance directorate emphasize that the investigation adheres to due process and relies on documented evidence gathered from multiple sources. The matter has drawn attention amid broader efforts to address irregularities in natural resource management within the state.

The former minister is recognized for expertise in inter-state water sharing disputes and has maintained a long career in regional politics. Recent developments have placed additional focus on past administrative decisions related to mining leases and oversight mechanisms.

Observers note that such cases highlight ongoing challenges in regulating sand extraction, an activity critical to construction yet prone to environmental and revenue concerns when conducted outside approved parameters. The current administration has indicated continued focus on accountability in public resource allocation.

No conclusions have been reached regarding individual responsibility, and all named parties retain the right to present their positions during the course of the inquiry. The agency continues to collect and analyze materials obtained during the recent operations.
