From October to December 2025, Meta proactively regulated only about 30 percent of hate speech posts on Instagram and 32.95 percent on Facebook in India. This compares with global proactive action rates of 83.9 percent on Instagram and 74 percent on Facebook during the same period, according to the company’s transparency reports. Similar shortfalls appear in enforcement against bullying, harassment, violence, and incitement in India, which hosts Meta’s largest user base worldwide. The company measures enforcement through a proactive rate that tracks content removed before user reports. A 30 percent rate for hate speech indicates that just 30 percent of acted-upon posts were identified by Meta without prior user flags. Data show that posts involving hate speech, bullying and harassment, and violence and incitement receive far lower proactive attention in India than elsewhere. Other violations such as nudity, child endangerment, and terrorism are moderated more proactively. The interval between user reports and Meta action varies and is not disclosed, allowing some violating content to remain visible longer. Monthly figures indicate that proactive rates for the three categories have declined steadily in India since July 2025 on both platforms. Between June and July 2025, rates for hate speech and bullying and harassment dropped more than 30 percent. By June 2026, proactive rates for hate speech and bullying and harassment on Instagram stood at 22.3 percent and 32.5 percent, down from 82.2 percent and 85.8 percent a year earlier. Facebook showed slightly higher rates for the same categories. The decline followed Meta’s January 2025 policy updates on hateful conduct and bullying. In May 2026, the proactive rate for hate speech posts in India fell to 8 percent on Instagram.
