Under a cultural exchange agreement between India and Romania, the Romanian government is offering scholarships to Indian students for the 2026-27 academic year. These include options for bachelor’s, master’s, and doctoral programs, as well as short-term research grants and summer programs focused on Romanian culture.
For the degree programs, benefits cover tuition and registration costs, housing in university residences up to the national subsidy cap, a monthly stipend, and emergency medical support. Applicants should be aware that undergraduate and graduate courses are taught in Romanian, while PhD studies may be available in English or French.
Applications must be sent electronically via the Romanian Embassy. Forms and required documents are available on the Indian Ministry of Education’s website at education.gov.in. Those applying for bachelor’s or master’s degrees need to provide proof of Romanian language proficiency.
In addition, 20 months of scholarship funding will be allocated across multiple recipients for academic exchanges or research internships. Each award must last at least three months and no more than 10 months per person. Two spots are also reserved for summer programs on Romanian culture and history.
These opportunities are designed for short-term academic and research activities, not for completing full degree programs.
Candidates will receive points for selection based on specific criteria: 4 points for committing to return to India and work there for at least two years after finishing; 4 points for belonging to ST, SC, NC-OBC, PwD, or EWS groups; and 2 points for female or transgender applicants.
Extra points are given based on the QS World University Rankings of the admitting institution: 4 points for ranks 701-1000, 2 points for 1001-1200, and 1 point for 1201-1400.
Submissions should be made through the Ministry’s SAKSHAT portal at proposalsakshat.samarth.edu.in/romania. The application period starts on April 15 and ends on May 15.
