India’s fast move toward a countrywide E20 fuel system, mixing petrol with 20 percent anhydrous ethanol, has sparked wide debate involving energy policy, vehicle design, supply quality, and buyer safeguards. Officials promote the change to lower crude oil imports, conserve foreign exchange, and cut carbon output. Yet the rollout has raised concerns over real-world fuel efficiency losses, risks to older vehicles, contamination issues, and removal of unblended petrol options at stations.

Regulatory baseline
On February 17, 2026, the government directed that from April 1, 2026, all states and territories must offer petrol with up to 20 percent ethanol and a minimum research octane number of 95. This updates the 2021 rule allowing up to 10 percent ethanol. Earlier rules required car makers to meet Bharat Stage 6 Phase 2 real driving emissions standards from April 2023.

Vehicles built for those emissions standards include ethanol-resistant seals and adjusted engine controls. Older models made before April 2023 were set for lower ethanol levels and lack full protection against higher blends.

Surveys of vehicle owners show many pre-2023 cars face mileage drops over 10 percent and more frequent repairs. A parliamentary reply noted no full official count of E20-ready vehicles exists. India’s roughly 310 million petrol vehicles include about 70 million newer ones rated for E20, while 240 million older units, mostly two-wheelers, are not.

Engineering realities
Ethanol acts as a solvent that can loosen rust and deposits in old fuel tanks, clogging filters and injectors. Its moisture-absorbing nature can cause water separation in humid conditions, leading to corrosion in steel tanks. Rubber parts in legacy systems may swell or harden. Lower energy content in ethanol also reduces efficiency in unadjusted engines.

Major vulnerabilities
Retail storage tanks face similar risks during rains when water enters underground units. Unlike pure petrol, E20 mixes with water rapidly, and excess moisture can trigger separation that damages engines at pumps.
