The Maharashtra Assembly unanimously approved the Women Farmers Empowerment Bill on Thursday, July 2, 2026. The measure seeks to formally recognize women engaged in farming and related work, allowing them access to welfare programs previously limited to men. It will now move to the Legislative Council for consideration.

This legislation marks the first of its type nationwide. It covers women involved in agriculture along with fisheries, livestock, poultry, and forest produce collection.

Deputy Chief Minister Sunetra Pawar described the bill as a step toward major improvements for many women in the state. She noted that farming represents livelihood, culture, and tradition, yet women have long lacked official status despite equal participation.

Agriculture Minister Dattatray Bharana acknowledged the role of the M.S. Swaminathan Research Foundation in preparing the draft through consultations. Opposition figures, including Aaditya Thackeray and Jayant Patil, backed the bill and urged stronger farm sector support along with shared land ownership.

Key measures include issuing Women Farmers Certificates to grant entitlements, subsidies, credit, and services without requiring land titles. A state database and dedicated fund will be established, supported by a three-tier structure of councils and committees. Certificates will come from local bodies, with appeal options available. District and taluka officers will aid implementation.

Officials stated the goal is to end past exclusion caused by land ownership rules that overlooked many women cultivators.
