As flames neared the village of Bédar in Spain’s Almería region, the mayor ordered church bells rung as a warning. This proved insufficient. The July 9 Los Gallardos blaze killed 13 people and scorched 7,000 hectares, ranking as Spain’s third-deadliest wildfire.

Most victims were retired foreigners in remote houses who perished trapped in cars or fleeing on foot along dead-end trails amid scrub and rough ground that hindered access.

Elevated heat and arid conditions convert vegetation into ready fuel. Combined with complex terrain that accelerates and alters fire movement, this creates major obstacles for suppression teams.

Andalusian rules mandate local forest-fire emergency plans in high-risk zones plus self-protection measures for isolated structures. Yet compliance remains inconsistent.

Fires are evolving

The Los Gallardos tragedy indicates the issue will intensify without decisive steps that move past the prevailing focus on suppression alone.

Fire patterns are shifting. Extreme events are increasing while development spreads into wildland-urban zones. This places more residences at risk, especially in grasslands and scrub areas not traditionally viewed as high-threat.

Communities unfamiliar with such hazards struggle to react. Fresh approaches to risk management are therefore required.

Building resilience

Reactive measures after events occur are inadequate. Preparedness, mitigation and adaptation form the needed basis. Eight elements stand out.

1. Address social vulnerability

Wildfires worsen pre-existing social weaknesses that limit anticipation, endurance and recovery. High-risk zones often house older residents, isolated individuals, those with limited means or newcomers unfamiliar with the area.

Local economies also face threats. Businesses and services may suffer from flammable sites, poor locations or breaks in supply and staffing.

Focused planning can pinpoint and reduce these weaknesses.

2. Use nature-based measures

Such solutions remain underused in fire management despite their value for climate adaptation and habitat recovery.

Examples include managed grazing, creation of lower-flammability zones, green breaks and water-system restoration to raise humidity and slow spread. These steps also support communities and economies.

3. Develop and refresh emergency and training plans

Authorities must produce accessible emergency plans. Remote homes and developments require coordinated self-protection documents covering hydrants, alerts, routes and support for vulnerable groups.

Plans require training. Ongoing community programs should teach property maintenance, safe assembly points and lockdown versus evacuation choices.

Drills matter. Evacuation differs from panic flight and must be rehearsed.

4. Encourage shared efforts

Community-led risk reduction builds overall resilience. Authorities, groups and sectors must cooperate.

Residents should help shape plans to strengthen legitimacy, response capacity and trust.
