The United Kingdom might experience widespread hacktivist attacks if involved in a conflict, with effects comparable to recent major ransomware events, according to the director of the nation’s digital defense organization. Richard Horne, who leads the National Cyber Security Centre (NCSC), plans to highlight that state actors are behind the most serious cases handled by the agency. In a speech at the CyberUK conference in Glasgow, he will state that during or near a conflict, the UK could see extensive hacktivist operations, resembling the complexity and disruption of current ransomware strikes, but without the possibility of paying to regain access. Groups demanding payments to restore encrypted computer networks have targeted various British entities in recent times, such as retailers, automotive manufacturers, and postal services. One such incident at an auto company even reduced national economic growth by disrupting vehicle manufacturing. Horne emphasized that all public and private entities must prioritize digital protection against these risks, as his organization operates under the intelligence service GCHQ. He advised integrating cybersecurity into core business strategies, assessing complete vulnerabilities, and implementing layered defenses to prevent minor breaches from escalating into major crises. Unlike typical ransomware resolutions where payments unlock systems, Horne noted the need to prepare for scenarios where no such escape exists. He referenced a prior alert from the head of MI6 about the nation existing in a state between peace and conflict amid escalating issues with Russia. Horne added that digital spaces are integral to this rivalry, describing the current situation as a volatile mix of fast-evolving technology and increasing international strains. On the topic of a new artificial intelligence system capable of quickly identifying exploitable weaknesses, he explained that advanced AI will highlight deficiencies in organizations failing to patch security holes or modernize outdated infrastructure. While no major AI-driven assaults have occurred yet, Horne urged adopting AI tools to bolster defenses against potential threats.
