Officials have set conditions for Union Home Minister Amit Shah’s response on the student protests, requiring it to also address unrest in opposition-led Punjab and Jharkhand, sources indicated. The government has further stressed that a full discussion must occur before Shah replies, noting a statement alone would be inadequate.
