The National Investigation Agency has stated in its chargesheet for the Red Fort area car blast case that an accused linked to an Al-Qaida offshoot misused an artificial intelligence platform for terror-related engineering. Official sources indicate the accused also prepared rocket improvised explosive devices and tested them in the Qazigund forest in Jammu and Kashmir’s Anantnag district. These details appear in a 7,500-page chargesheet filed by the NIA on May 14 before a special court. The filing concerns the vehicle-borne IED blast near Delhi’s Red Fort on November 10 last year, which reportedly killed 15 people and injured others. The document outlines a detailed method used by the accused to build and deploy IEDs. One individual, Jasir Bilal Wani, is described as the technical expert for an Ansar Ghazwat-ul-Hind module connected to Al-Qaida in the Indian Subcontinent. Both groups are designated terrorist organisations by the Ministry of Home Affairs. The NIA reported that Jasir visited the Al Falah University campus in Faridabad several times in 2024-25 to offer technical assistance. The university drew attention after three doctors working there were linked to the case. Investigators found that Dr Adeel Ahmed Rather connected Jasir to Dr Umer un Nabi, identified as the driver of the explosive-laden vehicle. Dr Adeel allegedly supplied materials such as powdered sugar and potassium nitrate in fertiliser form, while Dr Umer researched rocket IEDs and oversaw operations. The chargesheet notes Jasir used YouTube and ChatGPT to learn how to construct rockets and determine mixture ratios. Investigators said Jasir built and tested rocket IEDs in the Qazigund forest with Dr Umer, Dr Muzammil Shakeel and others. Remnants were later recovered from the site. The NIA added that Dr Umer provided Jasir with two drones and directed efforts to increase their range and payload for potential weaponisation against security targets. Another test of a cylinder-based IED occurred in the Youshmurg forest near Mattan. Participants included Dr Umer, Jasir, Dr Muzammil and Dr Adeel, with remnants seized afterward. During the probe, Jasir demonstrated to bomb disposal experts how to assemble functional rocket IEDs from common materials. The agency also traced component purchases for the vehicle-borne IED trigger. Between December 2023 and January 2024, Jasir ordered items via his Flipkart account, including sensors, a heat gun, piezo plates and remote-control kits. Dr Umer reportedly funded these buys, and Jasir assembled the parts before handing them over. The explosive in the blast was identified as Triacetone Triperoxide, which the accused allegedly produced after experiments with ingredients. Srinagar Police had earlier dismantled the linked module involving medical professionals. The NIA’s forensic work pointed to a broader conspiracy driven by AQIS ideology.
