The National Investigation Agency submitted a supplementary chargesheet on Monday that identifies Pakistan-based militant and Lashkar-e-Taiba founder Hafiz Saeed as an accused in the Pahalgam terror attack. The filing names him both personally and in his capacity as leader of the banned group and its affiliate, The Resistance Front, before a special NIA court in Jammu.

An agency statement indicated Saeed faces charges under sections of the Bharatiya Nyaya Sanhita 2023 and the Unlawful Activities Prevention Act 1967. He is also accused of waging war against India and directing the plot from abroad.

The new document continues the original 1,597-page chargesheet and outlines Pakistan’s alleged role, Saeed’s involvement, and findings from detailed forensic work and field inquiries.

In the December 15, 2025 filing, the NIA had already named Pakistani operative Sajid Jatt along with three militants killed in Operation Mahadev in July 2025 and two individuals taken into custody. That document also listed the outlawed LeT/TRF organization as a legal entity responsible for planning and executing the assault.

The attack occurred in Pahalgam on April 22 of the previous year and killed 25 visitors plus one resident. An initial FIR was lodged at the local police station before the Union Home Ministry assigned the case to the NIA.

The agency stated it will keep examining the wider conspiracy of cross-border support for terrorism in India.
